I voted rules, because I'd rather have strict guidelines than no guidelines at all. BUT, I kind of like Cyber Ghost's suggestion to maybe have a rank, like novice, average, learned etc.. so there is a skeleton and people will have limits, but it also doesn't require all that much math, or explaining.
